BEST OF TST: Violent crimes rates in cities like Washington D.C. might be falling but they remain hundreds of times above the national average. Their drop may also be a result of a neglect to even report crimes. National Guard troops being sent into the city will do very little if anything to stop non-violent crime either because crimes are usually reported after the fact, both violent and non-violent.
